AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.

CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
  
MATTERS FOR COUNCIL ACTION
1.  Consideration of an introduction to Ordinance No. 21-188.01, an Ordinance to Amend the City of Novi Code of Ordinances, at Chapter 28, “Signs,” Section 28-1, “Definitions,” Section 28-3, “Permits,” Section 28-5, “Allowed in All Districts,” Section 28-8, “Off-Premises Signs,” Section 28-9, “Non-Commercial Message Permitted; Right-of-Way,” Section 28-10, “Prohibited Signs,” and Section 28-14, “Non-Conforming and Abandoned Signs,” in order to remove references to On- and Off-Premises Signs, to add a definition of “Highway Sign”, and to make other revisions to sign standards for permanent signs.  FIRST READING.

2.  Consideration of approval to purchase a 2021 International Combination Vactor Truck from Jack Doheny Company, through the Sourcewell Cooperative Purchasing Contract, in the amount of $482,152.62.

3.  Consideration of approval of the final payment to Anglin Civil, LLC, for the Bosco Fields project in the amount of $113,767.80, plus interest earned on retainage.

4.  Consideration of Approval of Change Order No. 2 to Fonson Company, Inc. for the Martin Avenue Storm Sewer Improvements project to the Lee BeGole Headwall, Bishop Creek Streambank Stabilization, and Meadowbrook Road Sidewalk contract, in the amount of $386,068 and amend the budget.

5.  City Council approved a resolution establishing a Municipal Broadband Committee at the March 22, 2021 City Council meeting.  Per the resolution, the purposes of the Municipal Broadband Committee are studying and reporting to City Council the available broadband options, exploring the possibility of public-private partnerships and interlocal partnerships for the provision of broadband services, and investigating projected costs of a broadband system and services to City sources of funding or financing. The Committee shall have the ability and is encouraged to seek information and input from all possible sources, including members of the public (both residents and businesses within the City of Novi), members of the telecommunications industry, and other technical/subject matter experts.

E.  Approval to award contract for Police and Fire Department uniform cleaning to Perfect Cleaners, the lowest bidder, for an estimated annual amount of $17,000 for a period of two (2) years, with three (3) renewal options in one (1) year increments.

F.  Approval of request by E & M, Inc. (Society Hill) for one-year extension, to October 9, 2022, of site plan approval for a 312-unit apartment project developed as a PD-1 Option in a multi-family (RM-1) district, located at the southwest corner of Novi Road and 12 ½ Mile Road, previously extended under a consent judgment and subject to annual extension reviews.

I.  Consideration of Adoption of Ordinance No. 18.297, an Ordinance to amend the City of Novi Code of Ordinances, Ordinance 14-271, the City of Novi Zoning Ordinance, as amended, at Article 2, Definitions, in order to revise the definition of Planned Rezoning Overlay (PRO) Conditions, and at Article 7.0, “Administration, Appeals, and Enforcement,” Section 7.13, Amendments to Ordinance, subsection 2, Planned Rezoning Overlay (PRO), in order to comprehensively revise the requirements of the Ordinance with respect to intent, eligibility, approval, procedure, effect of approval, amendment, expiration and extension, and effective date.
