AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
 
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-N) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda. 
 
MATTERS FOR COUNCIL ACTION

1. Approval to expend $136,630.62 of the Fuerst Sisters fund to enhance the Novi Civic Center’s Community Center and formally name the area “The Fuerst Senior Citizens Wing.”

2. Approval to renew the City’s 2017-18 Property and Liability Insurance coverage with the Stevenson Company in the amount of $328,868.

3. Approval of a cost participation agreement with the Road Commission for Oakland County for the construction of Napier Road (Nine Mile Road to Ten Mile Road) paving project in the amount of $148,238.00.

Approval of Zoning Ordinance Text Amendment 18.283 to amend the City of Novi Zoning Ordinance at Article 5.5, Landscape Standards within Article 5, Site Standards, to update the landscape ordinance standards and the landscape design manual, in order to promote health of planted materials and the health of non-built open areas, to improve the visibility of buildings, to update the list of invasive species, to clean up inconsistencies, and to bring the ordinance into agreement with other recently amended ordinances.  SECOND READING

Approval of Ordinance No. 17-183.01, an ordinance to amend the City of Novi Code of Ordinances at Chapter 21, Nuisances, Article II, Related to Property, Division 8, Refuse Collection, Section 144, Receptacles, in order to amend the requirements for placement of refuse receptacles.  SECOND READING

E. Approval of Ordinance No. 17-28.57, amending Chapter 34, “Utilities”, Article III, “Sewage Disposal System,” Division 3, “Operation and Maintenance,” Subdivision XV, “Special Assessment District No. 170 Sewer Extension,” Section 34-499.17, “The Non-SAD Properties,” in order to remove the requirement of an availability fee once the entire indebtedness under SAD 170 has been paid.  SECOND READING

F. Approval to award ImageSoft, Inc., the City’s document imaging system support provider, a contract in the amount of $25,875 to install and configure the NEAMS OnBase Integration solution.

G. Approval to award an amendment to the engineering services agreement with AECOM (URS Corporation - Great Lakes) for design engineering services associated with the Pavilion Shore Park parking lot expansion project in the amount of $22,387.69.

H. Approval to award an amendment to the engineering services agreement with AECOM (URS Corporation - Great Lakes) for design engineering services associated with the Meadowbrook Road settlement project in the amount of $17,476.00.

Acceptance of two warranty deeds from Level One Bank (formerly Lotus Bank) parcel 22-10-400-013: one for the dedication of the 43 foot master planned right-of-way along the east side of Dixon Road north of Twelve Mile Road, and a second for the dedication of 15 additional feet, providing the 90 foot master planned along the same stretch of road; and approval to execute a Quit Claim Deed conveying the dedicated Twelve Mile Road right-of-way to the Road Commission for Oakland County.

Acceptance of a warranty deed from Toll MI II Limited Partnership for the dedication of 17 additional feet of proposed right-of-way to obtain the master planned 60-foot right-of-way along the east side of Wixom Rd north of Ten Mile Road; and the master planned 43-foot right-of-way along the west side of Dinser Drive north of Ten Mile Road as part of The Reserve of Island Lake development (Island Lake, Phase 7A) (parcel 22-20-304-075).
