2026 Capital Improvement Program Millage Renewal

The Capital Improvement Program (CIP) identifies and plans Capital Improvements for maintaining the physical assets used to deliver municipal services to residents and businesses. Think of it like a funding source for some of the tools put to the most use by the City and the public.

This includes things like:

  • Parks and trails for people to enjoy.
  • Fire trucks and police vehicles to keep people safe.
  • Important infrastructure, like roads and water pipes.

The 2016 CIP Millage, which funds infrastructure and other physical improvements and assets, expires in July 2026. The City of Novi is asking to continue the millage for ten years at the same 1-mill rate with a zero tax rate increase.

The 2026 Capital Improvement Program (CIP) Millage is a continuation of an existing 1 mill rate. If approved, the current 1 mill for the CIP will remain for an additional 10 years, with no additional cost to the taxpayer.

The Primary Election will be held on NOVEMBER 3, 2026, and a question regarding continuing the CIP Millage, will be on the ballot.

CAPITAL IMPROVEMENTS MILLAGE

Shall Section 9.1 of the Novi City Charter be amended to authorize a millage for capital improvements and capital projects, including, but not limited to, parks and facilities, land acquisition, pathways, and apparatus (such as fire trucks, heavy equipment), with such funds not to be used for operations or payroll, in the amount of 1.0 mills (being $1 per $1,000 of taxable value) for a period of ten years, starting with the July 2027 levy and resulting in the authorization to collect an estimated $5,412,997 in the first year if approved and levied, to replace an expiring capital improvements millage.

SEPTEMBER 24
Absent Voter Ballots will be available in person at the City Clerk’s Office. The first mailing of Absent Voter ballots to voters who have already submitted an application or are on the Permanent Ballot List will occur.

OCTOBER 24 – NOVEMBER 1
Early In-Person Voting available at the Novi Civic Center (45175 W. 10 Mile Rd.) from 8:30am-4:30pm, except Thursday, October 29, when hours are Noon-8pm.

NOVEMBER 3 – Election Day
Polls are open 7am through 8pm. All voters in line at 8pm will be able to vote.

NO. This is a continuation of the Capital Improvement Program Millage, so it will simply continue the rate from the current expiring millage.
Revenue from the continuation of the CIP Millage can be used only for the Capital Improvement Program and other Capital Projects. These funds are kept separate from the General Fund operating budget, which is the money the City uses for everyday operating costs.
The 2016 CIP Millage previously approved by voters expires at the end of the 2026 Fiscal Year, with the last collection in July 2026. The General Fund operating budget cannot support all of the projects and improvements that could be funded by a continuation of the CIP millage.
A dedicated Capital Improvement Millage can pay for the City’s capital needs without adding to the overall tax burden of its residents and businesses. If it doesn’t pass, community improvement projects will not have a dedicated funding source.
