City of Novi - Notice of Provisions of the Noxious Weed Ordinance

TO: All owners, occupants or possessors of subdivided lands or lots:

NOTICE IS HEREBY GIVEN that in accordance with Chapter 21, Article II, of the Code of Ordinances, City of Novi, Michigan, all noxious weeds, or other weeds, grass, brush, or deleterious, unhealthy growths exceeding a height of eight (8) inches, growing, standing or lying upon any property in the City of Novi, shall be cut down, destroyed or removed as the case may be, at least twice in each year, once during the last half of the month of May and again during the last half of July of each year and more often as may be necessary.

If the owner or occupant, or any person or persons, agent, firm, or corporation having control or management of any subdivided land or lots or any other non-subdivided parcel of land upon which any building or buildings have been erected shall fail, refuse, or neglect to comply with the above mentioned Code provisions, the city shall cause the weeds, grass, brush, deleterious, unhealthy growths, rubbish, to be cut down, destroyed, or removed.  Provided, further, that any lands which are situated within the floodplains or any natural streams or watercourses, or any area between the lower or upper banks of such streams or watercourses shall be exempted from the provisions of such Code provisions.  The expense incurred by the City in the cutting, destruction, or removal of same, together with an administrative charge established pursuant to resolution of City Council, will be levied and collected against such property in the manner provided by law.

Failure to comply with the requirements set forth in Chapter 21, Article II, of the Code of Ordinances, City of Novi, Michigan, may also result in the prosecution for same, and liability to the extent of the penalty therein provided.

THE CITY OF NOVI ORDAINS:
Part I.  That Ordinance No. 97-18, known as the Zoning Ordinance of the City of Novi is hereby amended as indicated on ZONING MAP NO. 18.727 attached hereto and made a part of this Ordinance.
 
Part II.  CONFLICTING PROVISIONS REPEALED.  Any Ordinance or parts of any Ordinance in conflict with any of the provisions of this Ordinance are hereby repealed.

PLEASE TAKE NOTICE that any qualified elector of the City of Novi who is not already registered, may register to vote at the office of the City Clerk; the office of the County Clerk; a Secretary of State branch office, or other designated agency.  Registration forms can be obtained at mi.gov/vote and mailed to the City Clerk.  Voters who are already registered may update their registration at www.expressSOS.com.
 
The last day to register in any manner other than in-person with the local clerk is Monday, April 22, 2019.

Notice of Official Public Acccuracy Test for the Election to be Held on Tuesday, May 7, 2019

NOTICE IS HEREBY GIVEN that the Clerk’s Office will conduct a Public Accuracy Test of the Optical Scan tabulating equipment to be used for the Election to be held on Tuesday, May 7, 2019. The test will be conducted at 3:30 PM on Tuesday, April 9, 2019 at the Novi Civic Center, 45175 Ten Mile Road, Novi, MI 48375.

CITY OF NOVI NOTICE OF ENACTMENT – ZONING MAP AMENDMENT 18.723

THE CITY OF NOVI ORDAINS:
Part I.  That Ordinance No. 97-18, known as the Zoning Ordinance of the City of Novi is hereby amended as indicated on ZONING MAP NO. 18.723 attached hereto and made a part of this Ordinance.
 
Part II.  CONFLICTING PROVISIONS REPEALED.  Any Ordinance or parts of any Ordinance in conflict with any of the provisions of this Ordinance are hereby repealed.
 
Part III.  WHEN EFFECTIVE.  The provisions of this ordinance are hereby declared to be necessary for the preservation of the public peace, health and safety.  The effective date of this Ordinance is upon recording of the PRO Agreement pursuant to Section 7.13 of the City of Novi Zoning Ordinance.
 
 
MADE AND PASSED by the City Council of the City of Novi, Michigan the 11th day of February, 2019.  Copies of the Ordinance Amendment may be purchased or inspected at the Office of the City Clerk, Novi, Michigan, weekdays between 8:00 AM and 5:00 PM, local time.

NOTICE IS HEREBY GIVEN THAT AN ORDINANCE TO AMEND THE CITY OF NOVI CODE OF ORDINANCES, CHAPTER 22, “OFFENSES,” ARTICLE I, “IN GENERAL,” TO ADD A NEW SECTION 22-9, “MARIJUANA ESTABLISHMENTS PROHIBITED,” TO PROHIBIT MARIJUANA ESTABLISHMENTS WITHIN THE BOUNDARIES OF THE CITY PURSUANT TO THE MICHIGAN REGULATION AND TAXATION OF MARIJUANA ACT, INITIATED LAW 1 OF 2018, MCL 333.27951, ET SEQ.; AND TO PROVIDE PENALTIES FOR VIOLATION OF THIS ORDINANCE.

The Ordinance was adopted by the City Council on Monday, February 11, 2019 and the provisions of the ordinance shall become effective fifteen (15) days after its publication.  A complete copy of the Ordinance is available for public use and inspection at the office of the City Clerk, 45175 W. Ten Mile Road, during the hours of 8:00 a.m. and 5:00 p.m., prevailing local time.

CITY OF NOVI NOTICE OF PROVISION OF THE SNOW EMERGENCY ORDINANCE

NOTICE IS HEREBY GIVEN that in accordance with Chapter 33, Article III, Division 5 of the Code of Ordinances, City of Novi, Michigan, a snow emergency shall be deemed to exist whenever: (1) freezing rain, sleet or four (4) or more inches of snow has been forecasted for the area by a newspaper circulated in the city, or by a radio or television station with a normal operating range covering the city; or (2) freezing rain or sleet has fallen or four (4) or more inches of snow have accumulated in the city.

Whenever any vehicle without an operator is found parked or left in violation of any provision of this Division, the Director of the Department of Public Works, or his designee, or the Police Department may immediately remove the vehicle or cause the vehicle to be removed to a place of safekeeping at the expense of the registered owner of the vehicle.

Failure to comply with the requirements set forth in Chapter 33, Article III, Division 5 of the Code of Ordinances, City of Novi, Michigan may also result in the prosecution for same, and liability to the extent of the penalty therein provided.

NOTICE IS HEREBY GIVEN that the City of Novi will hold a Public Hearing on the use of Community Development Block Grant Funds.  The Hearing will be held Monday, November 26, 2018 at 7:00 p.m., EST, at the Novi Civic Center, 45175 Ten Mile Road, Novi, Michigan 48375, for the purpose of hearing public comments on the Community Development Block Grant Program Year 2019 application in the approximate amount of $106,207 to fund eligible projects.

CITY OF NOVI NOTICE OF PROVISION OF THE SNOW EMERGENCY ORDINANCE

NOTICE IS HEREBY GIVEN that in accordance with Chapter 33, Article III, Division 5 of the Code of Ordinances, City of Novi, Michigan, a snow emergency shall be deemed to exist whenever:  (1) freezing rain, sleet or four (4) or more inches of snow has been forecasted for the area by a newspaper circulated in the city, or by a radio or television station with a normal operating range covering the city; or (2) freezing rain or sleet has fallen or four (4) or more inches of snow have accumulated in the city.  

Whenever any vehicle without an operator is found parked or left in violation of any provision of this Division, the Director of the Department of Public Works, or his designee, or the Police Department may immediately remove the vehicle or cause the vehicle to be removed to a place of safekeeping at the expense of the registered owner of the vehicle.  

Failure to comply with the requirements set forth in Chapter 33, Article III, Division 5 of the Code of Ordinances, City of Novi, Michigan may also result in the prosecution for same, and liability to the extent of the penalty therein provided.

The site is zoned RM-1 Low Density Multiple Family, and developed under a Development Agreement.  The applicant is proposing to revise the layout and design for Phase 3 of the senior community from what was previously approved. The four buildings proposed would contain 370 independent living units, parking lots, dining facilities, and other amenities. The total number of units within the Fox Run community would not exceed the number previously approved.  No changes to the Conservation Easement on the north end of the property are proposed.

CITY OF NOVI NOTICE OF PROVISIONS OF THE NOXIOUS WEED ORDINANCE

TO: All owners, occupants or possessors of subdivided lands or lots:

NOTICE IS HEREBY GIVEN that in accordance with Chapter 21, Article II, of the Code of Ordinances, City of Novi, Michigan, all noxious weeds, or other weeds, grass, brush, or deleterious, unhealthy growths exceeding a height of eight (8) inches, growing, standing or lying upon any property in the City of Novi, shall be cut down, destroyed or removed as the case may be, at least twice in each year, once during the last half of the month of May and again during the last half of July of each year and more often as may be necessary.

If the owner or occupant, or any person or persons, agent, firm, or corporation having control or management of any subdivided land or lots or any other non-subdivided parcel of land upon which any building or buildings have been erected shall fail, refuse, or neglect to comply with the above mentioned Code provisions, the city shall cause the weeds, grass, brush, deleterious, unhealthy growths, rubbish, to be cut down, destroyed, or removed.  Provided, further, that any lands which are situated within the floodplains or any natural streams or watercourses, or any area between the lower or upper banks of such streams or watercourses shall be exempted from the provisions of such Code provisions.  The expense incurred by the City in the cutting, destruction, or removal of same, together with an administrative charge established pursuant to resolution of City Council, will be levied and collected against such property in the manner provided by law.

Failure to comply with the requirements set forth in Chapter 21, Article II, of the Code of Ordinances, City of Novi, Michigan, may also result in the prosecution for same, and liability to the extent of the penalty therein provided.

CITY OF NOVI NOTICE OF ENACTMENT - ZONING MAP AMENDMENT 18.717

THE CITY OF NOVI ORDAINS:
Part I.    That Ordinance No. 97-18, known as the Zoning Ordinance of the City of Novi is hereby amended as indicated on ZONING MAP NO. 18.717 attached hereto and made a part of this Ordinance.

Part II.  CONFLICTING PROVISIONS REPEALED.  Any Ordinance or parts of any Ordinance in conflict with any of the provisions of this Ordinance are hereby repealed.

Part III.  WHEN EFFECTIVE.  The provisions of this ordinance are hereby declared to be necessary for the preservation of the public peace, health and safety and is hereby ordered to take effect fifteen (15) days after final enactment.  The effective date of this Ordinance is June 22, 2018.

NOTICE IS HEREBY GIVEN THAT THE NOVI CITY COUNCIL HAS ADOPTED ORDINANCE NO. 18-286 TO AMEND THE CITY OF NOVI ZONING ORDINANCE, AMENDING ARTICLE 3, ZONING DISTRICTS, AT SECTION 3.1.10 B-1, LOCAL BUSINESS DISTRICT, TO ALLOW RESTAURANT USES IN THE B-1 LOCAL BUSINESS ZONING DISTRICT.
