GLWA 54-Inch Water Main Loop

Description

This is a Great Lakes Water Authority (GLWA) project involving the construction of a 54-inch transmission water main to interconnect two existing GLWA transmission mains at 14 Mile and 8 Mile Roads. The project was initiated in response to a pipe failure in October 2017 that greatly impacted Novi, Farmington Hills, West Bloomfield, Commerce, Walled Lake, and Wixom communities. This new main will provide redundancies and improved operational flexibility for routine maintenance or emergencies. Phase 1 began under a different contract back in late 2020 to extend an existing 24-inch transmission main along 14 Mile Road, between M-5 and Decker/Novi Roads. This Phase 2 project was bid out publicly and GLWA awarded $98 Million to the Joint Venture team of Ric-Man Construction and Clark Construction. As an added benefit, the City (through a cost share agreement with GLWA) will reconstruct four (4) road segments: 11 Mile Road from Seeley to Meadowbrook; Meadowbrook Road from 11 Mile to 12 Mile; Meadowbrook Road from 12 Mile to 13 Mile; and 13 Mile Road from Meadowbrook to M-5.

Road Closures

8 Mile Road, between Haggerty Road and I-275 in Farmington Hills/Livonia starting Thursday night (May 2nd) and hopefully reopening by Monday, May 13th.  They are going to open-cut the roadway to install their 54-inch transmission water main.  The proposed detour will be Haggerty Road, 7 Mile Road, Newburgh Road, and vice versa.

Meadowbrook (12 to 13 Mile) – Meadowbrook Road is currently closed to through traffic from just north of Hummingdale Boulevard (north of 12 Mile Road) to just south of the Crosspointe Meadows church entrance.

Progress 

Updated 5/7/24:

Meadowbrook (12 to 13 Mile) - The contractor is now complete with the installation of the 54-inch water main on pipe piles between the Crosspointe Meadows church and Hummingdale Boulevard (Beacon Hill Subdivision). Over the coming weeks, the paving subcontractor will start road restoration. Meadowbrook

13 Mile Rd. is currently open to two-way traffic. The City of Novi will hire a separate contractor to complete the reconstruction of 13 Mile Road when school is out of session – starting approximately June 7, 2024. During this portion of the project, 13 Mile Road will again be open to one-way traffic only, but for a limited time and with no school traffic, adding to the congestion.

Meadowbrook (I-96 to 12 Mile) – This portion of roadway is complete and has reopened.

Meadowbrook (11 Mile to I-96) - This portion of roadway is complete. There may be some intermittent lane closures for punch list work in the spring.
