PASER (Pavement Surface Evaluation and Rating System)
What is the PASER system?
PASER is an acronym for Pavement Surface Evaluation and Rating
system and is used to evaluate the surface condition of concrete and
asphalt roadway pavement.
How does the PASER system rate pavement
surface?
Using a truck equipped with special laser sensing equipment, road
surfaces being analyzed are driven over with the equipment "reading"
the surface condition. This data is then processed and given a
condition number which correlates to criterion for that particular
number rating on the PASER chart. Roadways are rated on a
scale from one to ten, with ten being the best or new construction,
and one representing a condition needing total replacement.
Why did the City want to survey pavement in Novi?
The goal of the City of Novi is to use the public funds in the
most fiscally responsible manner possible for the protection and
maintenance of our infrastructure. The data collected by PASER
includes roughness of ride, surface distress, skid characteristics,
and pavement strength and deflection. This information can be
used as a tool that will enable the informed management of our
roadways by setting priorities according to the greatest need.
With the survey that was completed in July of 2001, we now have an
inventory of all Novi roads and streets and the means by which to
make difficult decisions as to where the expenditure of taxpayer
dollars will derive the greatest benefit.
What do the PASER ratings actually mean?
A roadway given the rating of "1" represents the poorest roadway
condition. The pavement surface with this rating displays
visible signs of distress and extensive loss of surface integrity;
the roadway surface is failing and needs total reconstruction.
A rating of "10" indicates the pavement surface is in excellent
condition, displaying no visible signs of distress, and having a
quality rating of "new construction." Currently, nearly 80% of
Novi road segments surveyed were found to be "good" with a rating of
six, or better. See PASER
