The Novi City Council has adopted an option for property
development that provides increased flexibility to complete a
quality project. Based upon State law, the Planned Rezoning
Overlay (PRO) serves as a framework to uniformly negotiate important
site factors such as density, on-site and off-site improvements,
park land or open space, preservation of natural features, etc.
Conditions may exist where the current zoning of a property does
not adequately allow for the use intended by the property owner.
Accordingly, a different zoning classification would support the
property owner’s proposal but may not adequately protect the City’s
interests. In these situations, the property owner may wish to
consider requesting a PRO.
To accomplish a PRO:
- A request for a Planned Rezoning Overlay will accompany an
Applicant’s request for rezoning. The Applicant will propose
conditions to be placed on the development and use of the property
in order to induce the City to rezone the property to the desired
classification (the PRO Plan). The Novi Planning Commission will
hold a Public Hearing on the PRO Plan and rezoning request and
forward their recommendation to City Council.
- City Council will consider whether the PRO Plan and rezoning
request, as compared to the existing zoning of the property, would
be in the public interest.
- City Council, upon reviewing the PRO Plan and rezoning
request, will authorize the preparation of a PRO Agreement between
the City and the Applicant which will specify the conditions under
which the rezoning may be approved.
- Upon final approval by City Council, the Applicant will then
proceed through the regular channels of site plan approval.
