Clay J. Pearson

Clay J. Pearson was appointed as the City Manager of the City of
Novi, effective July 10, 2006, after serving as Interim City Manager
since February 2006. Mr. Pearson oversees all City operations and
works closely with the City Council to carry out its annual goals
and policy directives. He is responsible for the internal
operations of the City, which consists of a 2007/2008 General Fund
budget of more than $34.2 million, in a total budget of $63.1
million, and 280 full-time employees. In Novi, growth
management and development, organizational development and employee
support, technology initiatives, budget management, and
communications have been priorities.
Mr. Pearson previously held the Assistant City Manager position
with the City of Novi. As the Assistant City Manager, Mr.
Pearson led the Capital Improvement program, including $80 million
in transportation improvements. He was also involved with the
Master Plan for Land Use update, Water Distribution Study and Master
Plan, and the Stormwater Master Plan. Mr. Pearson led business
retention, attraction, and expansion efforts, developing strong
relationships with Oakland County, Michigan Economic Development
Corporation, Automation Alley, and local business leaders.
Prior to coming to Novi, Mr. Pearson was the Assistant City
Manager for the City of Elgin, Illinois. During his nine and a
half years in Elgin, Mr. Pearson held several key positions in
budget, community relations, code enforcement and neighborhood
development and preservation.
Mr. Pearson is a credentialed City Manager with the International
City Manager’s Association, an organization of 10,000 managers
worldwide. In 2005, the ICMA invited him to represent the
organization on a two-week consulting tour to South Africa where he
taught professional ethics and systems. He currently serves on the
International Committee for ICMA.
Mr. Pearson holds a Bachelor of Arts degree in Economics from
Gustavus Adolphus College in St. Peter, Minnesota and a Master of
Public Administration degree from the University of Kansas. He
lives in Novi with his wife, Jennifer.
