NOVI, Mich., September 15, 2010 – The City of Novi is proud to announce the appointment of Victor Cardenas as the Assistant City Manager. Cardenas, the former Village Manager of Brooklyn, Michigan, will oversee the internal operations of the City of Novi, aiding Novi City Manager Clay J. Pearson in oversight of Departments, services, and functions. He will provide strategic direction and oversight of labor relations, contracts, and negotiations and will facilitate key legislative issues at various levels of government, developing partnerships with other public entities for shared services, grant opportunities, and operational efficiencies. Cardenas will officially begin his duties with the City of Novi on October 11, 2010.
As the Village of Brooklyn’s first full-time manager, Cardenas developed of their first budget document, revised the organization’s policy and procedure manual, revised the area recreation plan, and oversaw the development of a digital recovery program.
Prior to his tenure with the Village of Brooklyn, Cardenas served as the Assistant to the City Manager for the City of Oak Park. While with Oak Park, he served as the City’s ombudsman, was responsible for the City Manager’s Office budget, and maintained the City’s Personnel Policy and Procedure Manual.
Cardenas is a graduate of Indiana University with a Master of Public Affairs. He received his Bachelor’s degree from Grand Valley State University where he was a Political Science major. Cardenas is also a graduate of the highly-acclaimed Senior Executive Institute at the University of Virginia’s Darden School of Business. He is a member of the International City County Management Association, where he is currently in the Emerging Leaders Development Program. He is also a member of the American Planning Association and International Personal Management Association.
