NOVI, Mich., December 21, 2007 – This afternoon, Detective Jerrod Hart will be promoted to the rank of Sergeant with the Novi Police Department. A sixteen-year veteran of the force, Sergeant Hart previously served as a detective in the General Services Division. Prior to this role, he served as the first School Resource Officer in Novi High School, helping to create a long standing partnership between the Novi Police Department and Novi Community Schools.
Sergeant Hart began his career with the Novi Police Department in 1991 after graduating from Ferris State University with a Bachelors Degree in Criminal Justice. He is currently working towards a Master’s of Arts degree in Police Administration, also through Ferris State University. Sergeant Hart began his career in Novi as a Police Officer in the Uniform Division and has held numerous assignments, including serving as a Field Training Officer and Range Instructor. He currently serves on the West Oakland Major Crime Task Force. Sergeant Hart has received numerous Department Meritorious Service awards, as well as the MADD Lifesaver Award in 1992, 1993 and 1994.

NOVI, Mich., December 14, 2007 – At 12:08 p.m., the Novi Police Department received a 9-1-1 call regarding a three vehicle crash on Eight Mile Road, west of Meadowbrook Road. A motorist had exited East Glen Haven Road and was struck by another vehicle traveling west bound on Eight Mile Road. A third vehicle received minor damage as a result of this accident.
The driver of the first vehicle, a 77-year old Novi woman, was exiting East Glen Haven Road in an apparent attempt to drive east bound on Eight Mile Road, when her car was struck by another vehicle. She was transported by Community Emergency Medical Service (CEMS) to William Beaumont Hospital in Royal Oak. Despite efforts of medical personnel, the driver succumbed to her injuries and was pronounced deceased at 1:19 pm.
The name of the driver is being withheld pending notification of the victim’s immediate family. The accident remains under investigation by fatal accident investigators from the Novi Police Department.

–The Novi Parks, Recreation and Forestry Department earned an early
gift for the Novi Community from the Michigan Natural Resources
Trust Fund (MNRTF) Board of Trustees when they were given a $281,300
Land Acquisition Grant. The grant is earmarked for the acquisition
of 16.2 acres of property that is adjacent to existing park property
located between Nine Mile and Napier Roads. With an matching
donation of value by the property owner, there is no City money used
in the transaction.
"We are pleased that the State of Michigan MNRTF Board of Trustees awarded our community with this Land Acquisition Grant for the procurement of this property," commented Novi Parks Director Randy Auler. "It will allow us to help protect some vital wildlife species as well as enhance our excellent public recreation areas. This will eventually be a part of a 269-acre recreation area that will include the 1.5 mile Singh trail. This heavily-wooded area will become a part of a core natural area in Novi."
A delegation from the City of Novi met with the MNRTF Board of Trustees at their Board meeting on December 4th to show their support for the Land Acquisition Grant. The MNRTF was recommended to 65 other recreation projects within the state worth over $34 million, including 31 projects for the Land Acquisition Grant. The board considered 153 total applications for grants, all of which were evaluated on scoring criteria established by the MNRTF board. The grant must be approved by the State Legislature before finalizing in the coming months.
The trust fund was established in 1976 to provide a source of funding for public acquisition of lands for resource protection and public outdoor rights. The funding is obtained through royalties on the sale and lease of state-owned mineral rights.

Novi Mayor David B. Landry presented the honor to ITC at the annual
Ringing in the Holidays event on Friday, November 30, 2007.
The largest independent electricity transmission company in the country, ITC has been a very generous partner to the City of Novi, recently headlined by a $500,000 donation to the Novi Parks Foundation to support development of parks, facilities and recreation programs in the city. ITC also has played a long and active role in support of many community initiatives and events such as Fall for Novi and Ringing in the Holidays.
The $500,000 will be distributed over the course of five years. The $100,000 annual pledge will provide the Novi Parks Foundation with the means to pursue its long-term strategic recreation vision in Novi – a vision that includes potential development of a transmission corridor trail system, sprayground, new playgrounds, lighting, a dog park and installation of sports turf at existing recreational facilities. NOVI, Michigan, November 29, 2007 – With
more than one-half of Baby Boomers age 50 and older, the flow of
older adults is beginning to fill the demographic pipeline.
One-third of all Americans will reach age 50 by 2010.
One of the strategic priorities of the City of Novi Parks Department’s new Strategic Plan is enhanced recreation programming based on outcome benefits, with one key area of focus being senior services. A priority within the senior services area is to expand programs for the “new senior.” To prepare better for this aging population, the City of Novi contracted with the National Research Center, Inc. (NRC) to conduct an assessment of the strengths and needs of its older residents. Novi is one of the first five communities in the country selected to participate. The Community Assessment Survey for Older Adults (CASOA™) was developed to provide a statistically valid survey of the strengths and needs of older adults. The study findings will be used to plan for older adult services, programs and facilities.
The objectives of the CASOA are to:
The assessment focused on a series of resident needs and community supports that foster successful aging. More than 40 common issues affecting older adult well-being were assessed. These 40 issues fell into the categories of health and wellness; community design and land use; participation in productive activities and community resources for information and planning. Older adults’ opinions about current community amenities and opportunities also were measured in the survey.
The survey was mailed in July to a random sample of 1,200 residents, age 55 and older. A total of 564 completed surveys were received. The City of Novi will use the survey for developing future programs and plans and identifying partners to meet the diverse needs of older adults.
According to the Southeast Michigan Council of Governments, there were approximately 4,564 older adults (age 65 or older) living in Novi in 2005. In 2010, the older adult population in Novi is projected to be 5,694 and expected to reach more than 7,300 by 2015. Novi has also been identified among the top ten “Boomer” cities in Michigan by the Michigan Metropolitan Information Center and the Center for Urban Studies at Wayne State University, with an anticipated 18 percent of the population being over the age of 65 by 2030.
Overall, Novi was rated positively by its older residents. Most rated the city as a “good” place to live. Summary ratings for Novi demonstrated that older resident felt the areas of community land use and design and health and wellness opportunities were, on average, provided best.

with their popular Christmas concert series. Titled Spirit of the

DeGraw, the Choralaires are a chorus of men and women from Novi and

The family-favorite holiday evening will be held on Friday, November 30 from 6:00pm to 9:00pm on Main Street and is a free community event.
This year’s highlights include a live performance by up-and-coming country music star Sarah Lenore, a Jingle Bell Jog fun run for kids 5-10 years old, hockey skill challenge games provided by the Novi Ice Arena and marshmallow roasting. Annual favorites, including Santa photos, food sampling, local entertainment and the popular Electric Light Parade, will round out the evening. The Electric Light Parade will begin at 7:00pm and is sure to dazzle with dozens of entries featuring no fewer than 1000 lights.
The Jingle Bell Jog will begin at 6:15pm. Distances vary by age and include a 100 yard dash and a ¼ mile and ½ mile race. Participants can pre-register via the Pick & Click for $10 or at the event for $15. Festive t-shirts are guaranteed for those who pre-register.

November 8, 2007 – The Government Finance Officers Association of
the United States and Canada (GFOA) is pleased to announce the City
of Novi, Michigan has received the GFOA’s Distinguished Budget
Presentation Award for its 2007-2008 budget. The City of Novi has
been honored with this distinction consecutively since 1997.
The award represents a significant achievement by the City of Novi. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the City of Novi had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
Budget documents must be rated "proficient" in all four categories to receive the award.
When a Distinguished Budget Presentation Award is granted to a municipality, a Certificate of Recognition for Budget Presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to City of Novi’s Finance Department.
For budgets including fiscal periods 2005, 1,069 municipalities received the honor. Only 19 municipalities in Michigan received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
The Government Finance Officers Association is a nonprofit professional association serving 16,800 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

NOVI, Michigan, November 2, 2007 – At approximately 4:10am on October 30, 2007, the Novi Fire Department responded to a 9-1-1 call regarding a structure fire at 40875 Grand River Avenue, between Meadowbrook and Haggerty Roads. The building, constructed in 1867, was originally a private residence that had been converted to the Whitehall Nursing Home and has been vacant for more than 10 years. The 19th century building was scheduled for demolition.
Investigators from the Novi Police and Fire Departments found the origin of the fire to be suspicious and began questioning the owner and associates of A and R Demolition, the organization contracted to demolish the building.
Investigation findings led to the arrest of Ted Gordon Patrick II, a 36-year old, Farmington Hills male, and owner and operator of A and R Demolition. It is believed that Patrick underbid the demolition contract which led to him starting the fire to alleviate a financial hardship.
Patrick was arraigned at the 52-1 District Court in front of Magistrate Andra Dudley on charges of arson of real property. This is a felony offense which carries a maximum penalty of 10 years in prison. Bond was set at $50,000 cash surety and Gordon is currently lodged at the Oakland County Jail.

NOVI, Mich., October 30, 2007 – At approximately 4:10am, the Novi Fire Department responded to a 9-1-1 call regarding a structure fire at 40875 Grand River Avenue, between Meadowbrook and Haggerty Roads. Fire Department personnel arrived on the scene in less than six minutes to a building engulfed in flames. The building, constructed in 1867, was originally a private residence that had been converted to a nursing home and has been vacant for more than 10 years.
At approximately 5:17am, the Novi Fire Department advised the fire was under control. The structure was completely destroyed by the fire. No injuries are reported and, at this time, the cause of the fire is unknown.

Novi, Michigan, October 25, 2007 — The City of Novi is working to ensure Michigan is a healthy place to live, work, and play! On October 19, the City of Novi was honored by the Governor’s Council on Physical Fitness with a Gold Level award to recognize the community’s efforts to create and maintain an environment in which it is safe, convenient and fun for residents to integrate physical activity into their daily routines. Recent adoption of a Greenways/Pathways study, enhancements to the site plan review process, FIT Novi series, and Walk for Better Health initiative added to the success of a Gold achievement this year.
The City of Novi is part of a growing movement throughout Michigan to create more active, livable, and economically viable communities; Novi has joined a network of more than 85 Michigan communities in 43 counties who have participated in the Promoting Active Communities Program and earned an award for their efforts to create active and healthy communities since the program’s debut in 2000. This year, the City of Novi is among 22 communities who were recognized for using innovative approaches to become models of active living, and the only community achieving a Gold award. No community has received a platinum honor. There are five possible levels of recognition:

To be eligible for the award, a team of community members use the Promoting Active Communities online self-assessment tool to evaluate their community’s environments, policies, and programs related to promoting and supporting physical activity. Any city, township, charter township or village in the state of Michigan can complete the assessment and be eligible for an award.
The unique assessment tool was created in partnership with the Michigan Department of Community Health, the Governor’s Council on Physical Fitness, Michigan State University, and the Prevention Research Center of Michigan so that communities can better understand their status as an active community and more efficiently remove barriers to active living, thereby increasing physical activity opportunities for residents. Assessment questions address such issues as community planning, recreation and bicycle facilities, strategies schools and worksites use to encourage physical activity, public transportation, and downtown design. The City of Novi completed the Promoting Active Communities assessment in partnership with the Novi Community Schools and St. John Providence Park.

October 19, 2007, Novi, Michigan – On Thursday, November 8, the City of Novi Economic Development Corporation (EDC) and Lawrence Technological University will partner to host “Green Building 101,” a presentation about developing and constructing eco-friendly buildings. The presentation will be held in the Novi Civic Center Council Chambers, 45175 W. 10 Mile (between Novi and Taft Roads), from 8:00am to 10:00am. The event is offered free of charge and registration is not required.
Featured presenter and Lawrence Tech Professor Joseph Veryser will give insight to contractors, realtors, developers and businesses on how going green lessens the impact that commercial buildings have on human health and the environment. Professor Veryser serves LTU as the University Architect responsible for the coordination of the Campus Master Plan. He is certified as a Leader in Energy and Environmental Design Accredited Professional (LEEP AP) and is also a licensed Real Estate Broker in Michigan.

goblins, super heroes, and princesses will take to Novi streets when
cleverly costumed children go looking for treats. The recommended
"trick or treat" hours in Novi are between 6:00pm and 8:00pm.
This is a favorite evening for many youngsters who will be running out of sheer excitement and the Novi Police Department wants to remind community members that the biggest dangers kids face on this evening are injuries from tripping and falling and pedestrian/car accidents.
"The men and women of the Novi Police Department always strive to partner with our residents to provide the children of Novi with the safest possible environment to celebrate the time honored tradition of trick-or-treating" notes Novi Police Chief David Molloy. "Unfortunately, children engaged in "trick or treat" activities frequently cross streets at mid-block rather than at corners or crosswalks, putting them at risk for pedestrian injury. Children are likely to choose the shortest rather than the safest route across streets, often darting out between parked cars. Also, many parents overestimate children's street-crossing skills."

Pittsburgh/Allegheny County, October 7, 2007—More than three dozen communities were recognized for their focus on collecting and using performance data—both from service area metrics as well as citizen feedback—at the ICMA Annual Conference today. The ICMA Center for Performance Measurement (CPM) recognized 30 local governments for their use of performance information in the management of their local governments. These communities are among the more than 200 local governments participating in the Center, which was created by ICMA, the premier local government leadership and management organization.

The criteria for the Certificates of Achievement and Distinction were determined by the Center’s steering committee and staff. Communities receiving the Certificate of Distinction have made even greater strides in incorporating performance measurement into the management of their jurisdictions. These communities demonstrate all the criteria stated for the Certificate of Achievement, as well as a commitment to using performance data in strategic planning and management decision making. With the results they have achieved, these communities, in turn, share their performance measurement knowledge with other local governments through presentations, site visits, and other networking.
ICMA Executive Director Robert J. O’Neill has emphasized that the value added by professional management can be demonstrated not only in the better decision making by elected and appointed officials, but also in the promotion of accountability, transparency, and quality service delivery to the general public.
ICMA and the National Research Center (NRC) also recognized 14 communities who participated in The National Citizen Survey™ for scoring superior results on the NCS. The following cities and counties received Voice of the People Excellence Awards, indicating that they achieved one of the top three citizen quality ratings in their given service area(s) for 2006 and that their results were in the top 10 percent of all results from over 500 jurisdictions’ survey results in the NRC database, and Voice of the People Transformation Awards recognizing significant improvement in their citizen satisfaction rates between 2006 and their most recent prior survey.

NOVI, Mich., September 19, 2007 – The Michigan Council of Private Investigators (MCPI) selected Novi Police Lieutenant Victor Lauria as the recipient of the Investigative Excellence Award. The MCPI annually recognizes a Michigan investigator who, through their personal and professional efforts, has demonstrated the highest level of professionalism, ethical practice and integrity in their chosen career of law enforcement. Lieutenant Lauria is the fourth recipient of the Investigative Excellence Award.
Lieutenant Lauria received the award on September 18th at the MCPI annual conference at the Novi Wyndham Garden Hotel. "This award is not a reflection on myself personally, but is the result of a dedicated team effort among the many members of the Novi Police Department," said Lauria.
Lieutenant Lauria was nominated for the honor by City of Novi resident and business owner Wayne Bullen. Bullen, a local private investigator, partnered with Lieutenant Lauria on the successful apprehension and conviction of Kevin Mykolaitis for the 2003 murder of Cameron Sanders.
"Throughout his career, Lieutenant Lauria has distinguished himself as a leader in countless fashions. His professionalism and exemplary conduct are the result of countless acts of dedicated service that simply go above and beyond what is normally required of an employee," commented Novi Police Chief David Molloy. "I am very proud to have Lieutenant Lauria as a member of our investigative and management team and am honored to call him a colleague."
A graduate of Northern Michigan University, Lieutenant Lauria began his career with the Novi Police Department in January, 1988. He was recognized as the Novi Police Officer of the Year in 1991 and was promoted to the rank of Detective in 1995, to the rank of Sergeant in 2005, and to his current rank of Lieutenant in 2006. He is currently pursuing his Master’s Degree in Business Administration from Eastern Michigan University.

NOVI, Mich., August 30, 2007– Earlier today, Loyal Ray Tanner, was arraigned at the 52-1 District Court in front of the Honorable Michael Batchik on charges of bank robbery which carries a penalty of any number of years up to life in prison. He is being held at the Oakland County Jail with a bond of $250,000 cash surety/10%. A Preliminary Examination is scheduled for September 5, 2007 at 9:15am.
On August 24, 2007, the Novi Police Department responded to a bank robbery at the Family Service Credit Union, located at 41690 Ten Mile Road. The suspect entered the bank, walked up to the teller, and handed the teller a note demanding money from the cash drawers. A weapon was not used or implied. The suspect then fled the bank and drove away in a dark colored sedan.
On August 29, 2007, the Novi Police Department received information that Tanner, a 49-year-old, Caucasian male, was responsible for the robbery. Investigators from the Novi Police Department and the South Oakland Narcotics Intelligence Consortium (SONIC) conducted follow-up on the information which led to the arrest of Tanner at his Detroit residence.
Tanner confessed to investigators about his involvement in the robbery.
"This case is a prime example of classic, investigative police work," notes David Molloy, Novi’s Police Chief. "Through relentless efforts and the dedicated teamwork of our officers, this suspect will be brought to justice."

Novi, Michigan, August 27, 2007– This summer, 1,200 older adult Novi households were asked to rate several community characteristics and City services through a survey conducted by the National Research Center (NRC).
Although results of the statistically valid survey will be available in September, the City of Novi would additionally like to hear from all senior community members. The same survey sent to randomly selected households is now available online for community members 55 years of age and by clicking here.
The survey serves as a strategic planning and evaluation tool that may be used to develop older adult service plans, determine how future resources will be allocated and evaluate current service provisions.
The online survey takes approximately 20 minutes to finish and only fully completed surveys will be tallied in the final report.

NOVI, Mich., August 24, 2007– This afternoon at 12:33pm,
the Novi Police Department received a hold-up alarm from the Family
Service Credit Union, located at 41690 Ten Mile Road.
The suspect entered the bank, walked up to the teller, and handed the teller a note demanding money from the cash drawers. A weapon was not used or implied. The suspect fled on foot to the parking lot and may have driven off in a black four-door sedan with tinted rear windows.
The suspect is described as a Caucasian male, between 25 and 40 years of age, and approximately 5’7" tall. The suspect had a very thin build and was wearing a white, nylon jacket with orange accents, dark shorts, and flip – flop sandals. The suspect was wearing a dark baseball cap with unknown green lettering on it.
There have been
additional bank robberies in Metro Detroit communities. It is
unknown if this suspect is involved in those crimes. The Novi Police
Department is coordinating investigative efforts with the FBI, as
well as other area police departments.

returned to the ice at the Novi Ice Arena following a fire less than
two weeks ago. Since the fire, City staff, insurance adjustors, and
representatives from Statewide Restoration have been working to
restore the majority of ice arena operations.
This morning, one ice surface, administrative offices, and a dance studio reopened. The ice arena’s pro shop is expected to reopen on Wednesday, August 22. Full operation of the arena is expected to resume on Monday, August 27, 2007 at 6:00am.
On August 8, 2007, an
ice resurfacing machine was clearing the ice at the Novi Ice Arena,
located at 42400 Arena Drive, when a hydraulic leak ignited. Players
on break and the machine driver witnessed the fire and the arena was
smoothly evacuated. A crowd of approximately 150 people, including
players, coaches, parents and staff, were in the ice arena at the
time of the incident. No injuries were reported. Assessed damages to
the ice arena are more than $200,000 and covered by the City’s
insurance policy.

NOVI, Michigan, August 15, 2007 – City staff and insurance adjustors have been working since last week’s fire to reopen a refreshed and clean Novi Ice Arena as safely and as soon as possible.
On August 8, 2007, an ice resurfacing machine was clearing the ice at the Novi Ice Arena, located at 42400 Arena Drive, when a hydraulic leak ignited. Players on break and the machine driver witnessed the fire and the arena was smoothly evacuated. A crowd of approximately 150 people, including players, coaches, parents and staff, were in the ice arena at the time of the incident. No injuries were reported.
Since August 8, City of Novi staff has worked with insurance adjustors and met with restoration organizations to best determine clean-up efforts. There was extensive smoke damage throughout the building. The City worked with adjustors to get a number of competitive proposals and has contracted with Statewide Restoration. Work is beginning to restore the facility. It is anticipated that most Novi Ice Arena operations (including one surface, dance studio and administrative offices) will resume on Tuesday, August 21, 2007. Full operation of the arena is expected to resume on Monday, August 27, 2007.
The ice resurfacing machine was purchased in August 2004. It was most recently inspected and serviced in late July 2007. Insurance adjustors assess damage to the ice resurfacing machine a total loss, estimating it at $50,000 to $60,000. Assessed damages to the ice arena are more than $200,000 and covered by the City’s insurance policy.

responded to report of a fire at the Novi Ice Arena, located at
42400 Arena Drive. An ice resurfacing machine was clearing the ice,
when a hydraulic leak ignited. All Novi Ice Arena operations have
been suspended.
The incident occurred while the ice was being resurfaced. Players on break and the machine driver witnessed the fire and the arena was smoothly evacuated. A crowd of approximately 150 people, including players, coaches, parents and staff, were in the ice arena at the time of the incident. While the Novi Fire Department was on scene, one of the ice resurfacing machine’s two propane tanks burst. No injuries were reported. The Novi Fire Department extinguished the blaze and began damage assessment immediately.
The City of Novi is working with insurance adjustors and restoration efforts are underway. It is anticipated that the facility will reopen with limited operations (one ice surface) within a week. NOVI, Mich., August 3, 2007 – On August 1 at 11:34 a.m., the Novi Police Department received a 911 call from the Novi Oaks Golf & Sports, 46844 Twelve Mile, indicating that cardiopulmonary resuscitation (CPR) was in progress for an unresponsive male near the golf driving range. The Novi Police Department was the first to respond to the scene. The call was also dispatched to the Novi Fire Department and Community Emergency Medical Service (CEMS) for ambulance response.
Officer Paul Stuligross arrived at the Novi Oaks Golf & Sports Sports Club within three minutes of being dispatched. The officer found a 62-year-old male visiting from North Haven, Connecticut unresponsive and appearing to have suffered a cardiac arrest. Novi resident Greg Snider had already initiated CPR on the victim. Officer Stuligross immediately administered the portable Automatic External Defibrillator (AED). He conducted one shock and then continued CPR along with Officer Christopher Lee. Officers Stuligross and Lee were relieved by personnel of the Novi Fire Department and CEMS. The victim was transported to Providence Park Hospital in Novi. The victim at this time was awake and in a stabilized condition. He was later transported to Providence Hospital in Southfield for further medical evaluation. Medical officials at Providence Hospital state the initial CPR performed by Mr. Snider and the AED shock administered by Police Officers saved the victim’s life, allowing for advanced medical treatment.
In April 2002, with the approval of the City Council, the Novi Police Department purchased AEDs to help victims in cardiac arrest for all police cruisers. AEDs are small portable devices that allow officers to effectively and accurately determine if a person requires intervention and administer the shock intended to restore the heart to a regular beat.
Research indicates that for every minute that passes, the chance for survival of a cardiac incident decreases by seven to 10 percent. And, although Fire Department and ambulance personnel remain the primary source of emergency medical care, most often police officers are first respondents to an accident scene and can now assist persons suffering from a cardiac incident.
"AEDs are proven to save lives and we have an excellent means of rapidly delivering that service to people in need by using police officers on patrol in our neighborhoods," notes David Molloy, Novi’s Chief of Police. "Equipping officers with AED’s and having them respond to calls of potential cardiac arrest gives strength to our commitment to providing the best possible emergency service to the citizens of Novi. This program greatly enhances the chance of survival. I commend Officer Stuligross and Officer Lee for their life-saving efforts and quick response to ensure the health and safety of this gentleman. I also would like to recognize and commend Novi resident Greg Snider for his heroic and dedicated deed. Absent his involvement and quick thinking, this incident could have had a tragic outcome."

NOVI, Michigan, August 1, 2007 – Earlier today, the City of Novi partnered with the Redford Township Unicycle Club (RTUC) to host a race as part of the 2007 North American Unicycling Championship Series and Convention. The race, held at Lakeshore Park, included more than 80 participants ranging in age from 4-51 years old. Many of the riders traveled from across the country, with some as far away as Washington and Tennessee.
Located
on the shores of Walled Lake, the 350-acre Lakeshore Park hosts a
number of summer activities including the Kid’s Concert Series, Camp
Lakeshore, Mountain Bike and Running races and more. Nature lovers
enjoy the "up north" feeling in a suburban setting by walking,
biking, running or skiing the 10 miles of trail.
The National Championship and Convention is held annually and rotates locations across the United States. This year the RTUC was named host club, and Michigan the host state. A number of members of the club reside in Novi and use the Lakeshore trails regularly. In addition, the RTUC annually participates in Novi’s Memorial Day Parade and the Holiday Electric Light Parade.
The championship series includes a number of different
disciplines held throughout Southeast Michigan. Trail races,
free-style riding, long-distance road races and unicycle basketball
games are just a sample of the events held during the series.
Women’s Division winner Irene Genelin, 22, Hutchison, MN, is one of only 10 Level Ten riders in the world. The creation of the Lakes Area Citizens Police Academy 13 years ago has afforded citizens the opportunity to learn about their local police department and take a behind the scenes look at what law enforcement work is all about. Participants also gain an insider’s knowledge of the police agency, enabling them to make informed decisions on issues affecting the police and the community. The Lakes Area Citizens Police Academy is a joint venture between the Novi, Wixom, Walled Lake, South Lyon, and Wolverine Lake Police Departments.

NOVI, Mich., July 30, 2007 – Two suspects in a series of area residential break-ins were arrested in Novi thanks to persistent Novi Police Department work, aided by an alert Citizens Police Academy graduate.
Over the past five months, the Novi Police Department and area law enforcement agencies have investigated a series of home invasions. In Novi, the focus has been an apartment complex, located near Pontiac Trail and Beck Road. In February 2007, eight apartments were broken into under similar circumstances with officers immediately linking the crimes to one another. The break-ins continued over the next several months, with nine additional crimes committed.
Novi officers worked with several other area law enforcement agencies, identifying several similar break-ins in Wixom and Westland. Investigators also worked closely with apartment complex management, residents, and other individuals who frequent the area. During the past several weeks, officers and detectives have been conducting surveillance throughout the area.
On July 26, 2007, a United States Postal carrier, and recent Lakes Area Citizens Police Academy graduate, notified surveillance officers of two suspicious persons driving around the complex in a maroon sedan. The gentleman remembered seeing the vehicle in the complex previously and was aware of the home invasions.
A detective located the vehicle and one of the suspects was observed exiting a building where two apartments were found broken into and ransacked. The suspects were arrested after they attempted to flee the area in a maroon Chevrolet Lumina. Property from both apartments was recovered from the suspects.
"This case is a prime example of superior teamwork by investigative personnel and a partnership with our community members," notes David Molloy, Novi’s Police Chief. "The relentless efforts of staff, unyielding communication with community members in the affected area, and keen awarenessof a recent Citizens Police Academy graduate all proved beneficial in the arrest of these individuals."

On Friday, July 27, 2007, the Novi Police Department arraigned two suspects at the 52nd District Court in front of the Honorable Dennis Powers. The suspects have been identified as Detroit residents Carlos Edward Matthews and Reginald Lydell King, both 26 years of age. Both suspects have been previously arrested for Home Invasion in Southfield in 2000.
Matthews and King were arraigned on two counts of Home Invasion Second Degree, a 15-year felony and/or $3,000 fine. Bond was set at $300,000 cash for each defendant.

NOVI, MI, July 27, 2007 – The City of Novi Parks Department has partnered with the National Association of Youth Sports to bring the unique Start Smart Sports Development program to Novi.
The program, endorsed by the Governor’s Council on Physical Fitness, was created for parents who want to help their pre-school aged children develop basic motor skills, such as throwing, catching, kicking and batting, needed to participate and succeed in team sports. The program encourages parents or guardians to take an active roll in establishing self-esteem in their child. They also receive a take-home guide to help them successfully coach, encourage good sportsmanship and participate with their child.
According to Start Smart coach, Susan Cusick, "Novi Parks keeps the class size small so we can introduce team concepts without intimidating kids who might be trying something new for the first time. It’s great watching kids come out of their shell over the six weeks and be so proud of their abilities and improvements." Graduates of the program consistently give it rave reviews. Sandra Wilbur and her daughter attended the spring session of Start Smart. Wilbur says, "Every week when we go to soccer, I am so glad we took the Start Smart class. It was just the perfect transition into team sports for my daughter. We liked that it introduced different sports, and I can’t say enough about the coaches. Their caring and enthusiasm made for a great experience." Wilbur laughs as she adds, "I don’t know who had more fun, our daughter, or mom and dad!"
Novi Parks will offer its fourth session of this program with sessions beginning September 1 and 10 for children ages 3-5 with an adult partner. streamline the building process for residents and contractors alike
with the introduction of the Novi Inspection Hotline. The automated
Interactive Voice Response (IVR) system allows users to get the
information they need without having to worry what time of day it
is.
Users access the system by dialing the Inspection Hotline at 248-347-0480. Once the caller is connected to the Inspection Hotline, they will follow a series of touch-tone commands to schedule or cancel an inspection or find the results of an inspection that has already taken place. The caller must have a permit number to access information requested. A series of numeric codes are used to select the type of inspection that is desired.
Community Development Director Steve Rumple believes the IVR system will be a tremendous benefit for residents and contractors alike. "The new automated inspection hotline will be a convenient tool our customers can use at their convenience. Having the ability to not only schedule inspections, but check results, will give contractors and residents an added sense of security when scheduling the next phase of their projects."
Purchase of the IVR system from Selectron Technologies Professional Services was approved by the Novi City Council on January 22, 2007 for $67,483.

Novi, Michigan, July 17, 2007 – One of the priorities of the Novi Parks Department’s new Strategic Plan is enhanced recreation programming based on outcome benefits, with one key area of focus being senior services. A priority within the senior services area is to expand programs for the "new senior." To help the City better understand the needs and wants of seniors in the community, Novi seniors will be asked to rate several community characteristics and City services when 1200 households receive surveys later this month.
The survey is being conducted by the National Research Center, a Denver firm. The Community Assessment Survey for Older Adults is a standardized questionnaire that allows cities across the nation to compare results. The NRC older adults needs assessment service survey serves as a strategic planning and evaluation tool that clients may use to develop their older adult service plans, determine how future resources will be allocated and evaluate their current service provision.
The City of Novi conducted a similar, community-wide survey with NRC in the fall 2006 and found when it comes to quality of life in Novi, 88 percent of survey respondents rated Novi as "Excellent" or "Good." Survey results are posted in their entirety here.
This is the first such survey for the NRC. The City of Novi was one of four communities across the country chosen to participate in the survey. Communities were chosen because of their geographical location, size, and relationship with NRC. The survey cost the City of Novi $4,500. (The total cost of the survey is $12,000, with the NRC generously donating $7,500 toward the program.)
Residents will begin receiving postcards next week alerting them they have been chosen to participate in the survey. The City has no role in selecting survey participants. Participants are chosen at random by a survey firm.
The survey itself will arrive in late July and residents are being asked to complete it and return it using the self-addressed stamped envelope.

Michigan, June 5, 2007 – On May 30, 2007, a new member of the Novi
Police Department joined the team: K-9 "Moose" was officially placed
into service and onto patrol with his handler, Officer Shawn Penzak.
Moose is a "Sable" German Shepherd and has been assigned badge
number 906. He joins colleague Yukon and handler Officer Jeff Brown
on the force.
Moose was born in December 2005 and began a more than 900-hour extensive training program in February 2006. Moose began his training with an approximate four-month long "puppy track" instruction. This is very basic tracking that starts out with the use of hot dogs to help the dog learn basic techniques. Following this preparation, his tracking training eventually progressed to "aged" tracking skills, whereby he would be required to pick-up and track scents and trails that were 20 minutes, 40 minutes, and more than an hour old, with proficiency. The tracking training continued with week by week proficiency, and lasted approximately one year. Moose was certified in this skill in May 2007.
Concurrent with the tracking training, Moose began narcotics training and is now trained and certified in the detection of Marijuana, Heroin, Cocaine, and other controlled substances.
Moose is also certified and trained in "Handler Protection." In the event Officer Penzak is ever in danger or need of assistance, Moose is trained to assist him.
One of the skills Moose has also been practicing is proficiency with Agility Course Training. This is not a certification, but rather a skill the dog practices to help maintain a general level of fitness and increase his abilities with searching and tracking. This course involves a series of complex jumping, climbing, crawling and maneuvering tunnels.
"In addition to providing safety for the officers, K-9s are able to track people and can be used to track suspects that have fled a scene," notes David Molloy, Novi Police Chief. "They can be used to search buildings that may harbor a suspect, apprehend fleeing suspects, and detect drugs to build probable cause for search warrants. The dogs also provide a wonderful community relations benefit by performing K-9 demonstrations at local schools and community events."
The K-9 dogs are purchased by their handler and training is also funded by the officer. A portion of the dog’s food and veterinary expenses are paid for by the Novi Police Department using State drug forfeiture funds.

NOVI, Michigan, May 22, 2007 – Application of Novi’s high quality standards continue to be clear and consistent. The City Council adopted specific guideposts for desired accomplishments in Novi for continuing superior development. In September 2006, the Novi City Council accepted community development process improvement recommendations initiated by City of Novi staff with assistance from the Sikich Professional Services Study. The program has since been named PRIDE (Process to Improve the Development Experience). Over the past nine months, staff have worked diligently to implement 23 of the 34 recommendations of the plan that Community Development is responsible for, improving and enhancing the development process in Novi.

As part of (the International City/County Management Association’s (ICMA) Local Economic Development (LED) CityLinks Program in Bulgaria, 30 Local Economic Development Specialists from Bulgarian cities will participate in 3-week internships in partner cities in the United States. Dimiter Petrushev, from the Municipality of Strajitsa, and Asan Imamov from the Municipality of Goste Delchev, will spend their time in Novi, MI from May 21-June 10, 2007 where they will gain hands-on experience in U.S. economic development tools and techniques that may be adapted to the Bulgarian environment upon their return.
A proficiency in English and LED certification through ICMA’s program are the basic requirements for all Bulgarian participants. Interns are required to develop a detailed local economic development implementation work plan when they return to their cities to integrate what they have learned during the internships into their jobs and related projects.
Mr. Imamov’s and Mr. Petrushev’s schedules spare little room for free time during their stay in the United States. A large part of the internship will involve job shadowing, which will provide the interns with a typical day’s work of an economic developer in the U.S. They will attend council meetings to give them a perspective on how elected officials interact with staff, citizens, and businesses in their communities. The interns will also have the opportunity to learn about the cities’ zoning and development processes, business networking and partnerships, and infrastructure projects underway in Novi. The City of Novi has worked closely with the Economic Development Corporation to develop an internship agenda that will introduce the Bulgarians to multiple initiatives to generate economic growth.
During their stay in Novi both interns will have the opportunity to work on rehabilitation of the "Four Points Corridor" and work with the economic development team on a business greeting program, a business trends survey and a mechanism for tracking business retention visits. The interns will also provide insights into ways that Novi can provide services to a wide range of cultural communities and increase its international magnetism.
The Bulgaria CityLinks Economic Development program is aimed at equipping local officials to meet the needs and challenges of the newly decentralized Bulgarian municipalities, including retaining current employment levels and attracting new jobs and investment to their cities. Besides U.S.-based internships, the LED program incorporates Bulgarian-Bulgarian mentorship, city-specific projects, and a certification program.
The CityLinks Program, through long-term sustainable partnerships, brings together the best management practitioners from the United States with officials from developing and transitional cities and regions to share resources and technical expertise that ultimately improve the lives of urban residents. NOVI, Michigan, May 15, 2007 – The Novi Fire Department has received a new fire pumper. The 2007 Pierce Class A Fire Pumper arrived last week and firefighters will be training with it and outfitting it with the Fire Department’s gear this month. The new fire engine is expected to be in service on emergency calls in early June.
The new fire pumper was purchased from Halt Fire, Inc, and manufactured in Appleton, Wisconsin, for $387,000. The Novi City Council approved the purchase of the new fire engine at their meeting on July 24, 2006 and the new engine has been in production for the past 10 months. The purchase was approved in the FY 2006-2007 Budget.
"The new pumper has a distinct look," notes Novi Fire Chief Frank Smith. "The cab is painted black on the top half and red on the bottom with the rest of the truck being red in color. Also, the reflective striping on the side of the truck is black, not the traditional white typically seen on fire trucks." Chief Smith further comments that the black reflective striping glows white when lights from oncoming vehicles shine on the striping, enhancing the visibility of the pumper and increasing safety.
This new pumper contains a 500-gallon water tank and a 1,250-gallon per minute water pump.
Additionally, the pumper has state-of-the-art features, such as has "roll-up" doors instead of hinged doors. This allows for easier access in tight spaces.
After the truck is outfitted with equipment and staff have had the opportunity to train on the unit, it will be put in service in early June. The new pumper replaces a 1992 GMC Mini Pumper and will serve the Novi community out of Fire Station #1, located on Grand River Avenue, just east of Novi Road.
The community will get its first look at the new pumper in the Memorial Day Parade on Monday, May 28 at 10 a.m. The parade begins at Karim Boulevard and travels west on Ten Mile Road to the Civic Center.
The Novi City Council has approved funding for an additional new fire pumper in the Fiscal Year 2007-2008 Budget.

Novi, Michigan, May 14, 2007 – On May 13, 2007 at 5:52pm, the Novi Police and Fire Departments responded to a reported drowning at Village Oaks Lake, located southeast of Ten Mile and Meadowbrook Roads.
The victim has been identified as Isaac L. Reid, a 23-year-old, Inkster male who had been visiting family in Novi. Reid and his younger brother went for a walk after helping family around the home and decided to swim across the lake. An onlooker witnessed the two swimmers, heard cries for help, and called 911.

Novi, Michigan, May 13, 2007 – At 5:52pm this evening, the Novi Police and Fire Departments responded to a reported drowning at Village Oaks Lake, located southeast of Ten Mile and Meadowbrook Roads. The victim was a 23-year-old, Inkster male who had been visiting family in Novi. The victim and his younger brother were warm from helping family around the home and decided to swim across the lake. An onlooker witnessed the two swimmers, heard cries for help, and called 911.

NOVI, Mich., May 9, 2007 – On May 8, 2007, Novi School officials discovered a threatening message written on the wall in one of the boy’s restrooms at the Instructional Technology Center building, located at 25345 Taft Road. The message indicated a bomb had been placed in the building. Just prior to finding the threatening message, a school employee observed an18-year-old male, Novi High School student exiting the bathroom. The suspect was identified as Roger Crowe.
Investigators from the Novi Police Department arrived at the school and compared the threatening message left on the restroom wall with school documents written by Crowe. Distinct similarities were observed in the writings and investigators questioned Crowe regarding his involvement. Crowe confessed to writing the threatening message and described it as a "joke," indicating no bomb had been placed in the building. Investigators verified Crowe’s statements and were confident no explosives were on site.
At the time the message was written there were more than 1,100 students and faculty in the building and the location was being used as a polling center for a local school election. Crowe was taken into police custody.
"I want to commend the school administration for their swift action and attention to detail," notes Novi Police Chief David Molloy. "In situations like this, the safety and well-being of students and staff is our first and foremost consideration and having a strong and committed partnership with our schools is paramount for successful outcomes."
This morning, Crowe was arraigned in front of Magistrate Judith Holtz, via video conferencing with the 52nd District Court on Four-year Felony charges of False Report or Threat of a Bomb or Harmful Device which holds a maximum penalty of four years in prison and/or a $2,000 fine. A Preliminary Examination in front of the Honorable Dennis Powers at the 52-1 District Court is scheduled for May 16, 2007 at 9:15 a.m. A $50,000 personal bond was issued.
The Novi Police Department continues to investigate the terrorist threats made last week at Novi High School. Crowe’s involvement with these incidents remains under investigation. A $2,000 reward is being offered through Crime Stoppers and the Novi Community Schools for information leading to the arrest of the responsible party.

2007 – To save lives and further increase Michigan’s 94.3 percent
safety belt use rate, the second highest in the nation, the Novi
Police Department is putting a special emphasis on unbuckled
motorists this month. Novi Police Officers are encouraging motorists
to wear their safety belts or pay a $65 citation.
The Novi Police Department is joining more than 500 Michigan law enforcement agencies focusing on unbuckled motorists as part of the national Click it or Ticket mobilization, May 21 – June 3, 2007.
According to Novi Police Chief David Molloy, "Michigan’s safety belt use rate is at a record high, but some motorists, mainly young men ages 18 – 34, still choose not to buckle up. Raising the safety belt rate has a direct connection to saving lives." For every one percent increase in safety belt use, 10 lives are saved, according to the Michigan Office of Highway Safety Planning.
The state’s mandatory safety belt law requires the driver and front seat passenger to be buckled up, and children under 4 to be in an approved child safety seat. It also requires passengers ages 15 and under to be buckled up in the front or rear seats. In addition, drivers or passengers who have a shoulder harness placed under their arm or behind their back can be ticketed for not properly buckling up.
Safety belt enforcement zones are planned for areas where statistics show a greater number of traffic accidents. Enforcement is planned for Grand River Avenue, Novi Road, Beck Road, Wixom Road and Ten Mile Road.

Novi, Michigan, May 2, 2007 – On the evening of May 1, 2007, the Novi Fire Department responded to a 911 call received at 7:01pm, regarding a house fire at Central Park Estates, 47249 Manhattan Circle, an unoccupied model apartment.
Upon the fire department’s arrival, crews found the entire roof area and the second floor ablaze with heavy flames and smoke. The fire had also spread to the connecting unit, with flames engulfing the roof and the second floor. Several other units suffered smoke and water damage. A total of six units were affected by the fire, two with heavy fire damage and four with water and fire damage. Novi firefighters had the fire under control at 10:26pm.
Four families were displaced by the fire, but no injuries were reported by the fire department or by the occupants. The monetary loss due to the blaze is estimated to be assessed at $672,200 for the building and an estimated $448,000 for the contents of the units.
The cause of the fire is under investigation by the Novi Fire Department, Novi Police and the Oakland County Sherriff’s Fire Investigation Unit. Lightning strikes were reported in the area and are currently being considered as a possible cause of the fire.

NOVI, Mich., April 18, 2007 - The Novi Police Department arraigned two suspects at the 52nd District Court in front of Magistrate Judith Holtz early this afternoon. The two suspects were arrested in connection with a series of Home Invasions that occurred between April 12 and April 16, 2007. The suspects have been identified as Novi residents and roommates, Mario Herrera and Jacob DeBoard, both 22 years of age.
Herrera was arraigned on four counts of Home Invasion 1st degree, a felony with each count carrying a possible penalty of up to 20 years in prison. DeBoard was arraigned on the count of Receiving and Concealing Stolen Property. This is a felony which carries up to five years in prison.
All of the home invasions occurred during the evening. Entry was gained through unlocked garage side doors. The items taken ranged from golf clubs to electronic equipment.
Follow-up at a local business where sports equipment can be sold on consignment revealed some of the stolen sports items were on sale at the business and the owner provided officers with the suspect name.
Investigators then followed up on the leads and interviewed the suspects. A search of their residence was conducted and additional evidence was recovered.
"This case is a prime example of superior work by a uniformed police officer and follow-up by investigative personnel," notes David Molloy, Novi’s Police Chief. "Through their relentless efforts and dedicated teamwork, these suspects will be brought to justice."
Herrera’s bond was set at $500,000.00 cash surety and DeBoard’s bond was set at $50,000.00. Both suspects are being held at the Oakland County Jail.

The Wildwind Equestrian Center is a year-round riding and training facility, offering camps and lessons for community members of all ages and abilities. "This is the first time we are offering a program in a language other than English," noted Cindy Richards, owner of Wildwind Equestrian Center. "We are excited to see how well the camps are received by the Japanese community."

During basic first aid students will listen to the heart and stomach of a horse with a stethoscope, and learn to handle an emergency while waiting for a vet. Today at 4:00pm, Novi Police Officers will partner with the Novi Youth Council in Project Sticker Shock and visit Novi retail establishments that sell alcohol. Project Sticker Shock aims to reach those individuals over age 21 that purchase alcohol and provide it to a minor.
"Each year, approximately 5,000 young people under the age of 21 die as a result of underage drinking," said David Molloy, Novi’s Chief of Police. "Project Sticker shock is a wonderful partnership between the men and women of the Novi Police Department, the Novi Youth Council and community businesses to deter underage drinking, which is extremely prevalent during prom and graduation season."
Project Sticker Shock consists of youth-designed stickers being adhered to multi-packs of alcoholic beverages (beer, wine coolers, etc.) in participating retail stores. A team of youth, accompanied by a police officer will visit each store today between 4 and 6 p.m. to place stickers on multi-packs of alcohol.

officials and softball players region-wide are on their feet to
applaud the newly transformed Ella Mae Power Park ball fields as
they emerge from the blast of Michigan’s winter. Power Park is
located behind the Novi Civic Center, located at 45175 W. Ten Mile
Road, between Novi and Taft Roads.
During the past four months, new infield and warning track materials were added to improve the fields, following the installation of a state-of-the-art irrigation system and new fences and backstops. The planting of 175 trees around the complex has completed this phase of the transformation.
John Osborn, long-time player, team manager and retired Novi High School teacher, states, "The new red clay on the infields and the new fences create optimal playing conditions, which I can’t wait to play on. If players want professionally manicured ball diamonds, they should come to Novi."

The $342,000 improvements are only the first of three phases of enhancements that will take place at Power Park. "Future improvement plans include new field lighting, a new concession facility and new pathways," reports Matt Wiktorowski, Superintendent of Parks. "These improvements, and those made in prior years to Lakeshore and Community Sports Parks, are part of the department’s long-term strategic mission to enrich lives and build community for Novi residents and the surrounding communities."

NOVI, Mich., April 10, 2007 - The Novi Police Department recently honored Officer Paul Sutligross as the 2006 Novi Police Officer of the Year and Records Clerk Cyndee Hayes as the 2006 Novi Police Civilian Employee of the Year. Each year the Novi Police Department honors an officer and civilian employee for their commitment and dedication, not only to the department but also to the community which they serve.
Officer Paul Stuligross is a 19-year veteran of the Novi Police Department. He joined the force in 1988 after earning his Bachelor’s Degree from Central Michigan University. He is currently working towards a Master of Arts degree in Pastorial Studies at Sacred Heart Seminary. Officer Stuligross is an active member of Holy Family Catholic Church and is an instructor in the Right of Christian Initiation for Adults program. He also has volunteered for the last three years by mentoring a Novi youth through the Novi Youth Assistance and at a homeless shelter sponsored by a local religious organization.

Stuligross has been a leader in developing several Community
Oriented Policing projects for the Novi Police Department. Most
notable was the role he took on in organizing, training and
implementing the Police Chaplin Program for the Lakes area region.
Because of his efforts the Novi Police Department, along with three
area departments (Walled Lake, Wolverine Lake and Wixom) have a
Police Chaplain on call 24 hours a day, seven days a week to assist
citizens in their time of need.
"Officer Stuligross’ dedication is apparent in every aspect of his professional and personal life," notes David Molloy, Chief of Police. "His commitment to excellence is recognized not only by his peers but by community members on a regular basis. His enhancement of the regionalized Police Chaplain program is one of Officer Stuligross’ greatest accomplishments of 2006."
Records Clerk Cyndee Hayes has been with the Novi
Police Department since 2005. Her primary responsibilities consist
of working with the department’s court services unit. With the
addition of specific technologies and assistance from the entire
records staff, the Novi Police court services function is something
the department is truly proud of. Hayes embodies the customer
service philosophy of the Novi Police Department.
What makes Hayes stand out this year is her community service and spirit of volunteerism. In 2006, she joined dozens of community volunteers at the annual Arbor Day Celebration at the Novi Community Sports Park where she assisted planting hundreds of trees. She also participated in the Novi Youth Assistance Bowl-A-Thon and volunteered her time to attend two "Addicted to Movies not Drugs" all night movie marathons for Novi youth. Hayes additionally devotes some of her free time corresponding with an area youth as a pen pal.
"Cyndee Hayes’ giving spirit is just one of her admirable qualities," said Chief Molloy. "Everything she does is with the highest quality of customer service and respect for all. Her volunteer efforts this past year stand as a model for all employees. I am very proud to have Ms. Hayes and Officer Stuligross as members of our department. The Novi community is very fortunate to have these individuals serving them on a daily basis, not only professionally but giving of their own time as community volunteers, as well."

2007 – As part of the FY 2006/2007 budget, the Novi City Council
approved funding in the amount of $18,000 to establish a Community
Emergency Response Team (CERT). This proactive initiative educates
residents and volunteers on disaster preparedness techniques to
assist in mitigating hazards that may impact the community. The
program also trains volunteers in basic disaster response skills
such as fire safety, light search and rescue, team organization, and
disaster medical operations. Using the training learned in the
classroom and during exercises, CERT members can assist others in
their neighborhood or workplace following an emergency event when
professional responders are not immediately available to help. CERT
members are also trained to support emergency response agencies by
taking an active role in emergency preparedness projects in their
community.
On Saturday, March 31st, the City of Novi conducted a three hour mock-disaster exercise that marked the completion of initial training for 36 CERT volunteers. This class was comprised of men and women from the Novi community dedicated to assisting their local government during times of crisis. With the addition of these 36 individuals, Novi now has 76 CERT volunteers ready to assist Novi’s public safety team during times of crisis.

These dedicated community members began their course of instruction on February 6th and for the past several weeks have received formal training in disaster operations, fire safety, disaster medical operations, light search & rescue, search organization, disaster psychology, and the role of CERT organizations during terrorist incidents. In total, all volunteers received 24 hours of class room instruction.
"Our sustained commitment to the CERT program has significantly enhanced our response capabilities and has added an additional layer of preparedness to our emergency management efforts," said David Molloy, Chief of Police. "We are committed to protecting the health, safety and welfare of all Novi community members and I commend all of our CERT volunteers for their dedication and commitment to our community."
Planning is currently underway for a third CERT training class, tentatively scheduled for May 2007. The City of Novi has an over-arching goal of having more than 100 community members fully trained as CERT volunteers by July 2007. In addition, Novi is looking forward to conducting and hosting regional training with other CERT units established throughout southeastern Michigan.

Novi, Michigan, March 25, 2007 – Did you know the
average warning lead time is just 18 minutes for all severe weather
events? And, in 2006, Southeast lower Michigan’s severe weather
season was marked by 173 warnings issued (the average is 137) and
three tornados?
As part of emergency preparedness efforts, Oakland County Emergency Response and Preparedness will conduct a special test of the outdoor warning system on Wednesday March 28th at 11:30am in recognition of Severe Weather Awareness Week. The system is tested regularly the first Saturday of each month, beginning March 3rd through November 3rd. Each of these tests will take place at 1:00pm. When sirens are activated, a three minute tone indicates a Tornado has been sighted in the area or strongly indicated on radar. Seek shelter and listen to the radio or television for more information.
The City of Novi conducts routine emergency alert system notifications on government access channel 13. In the event of an emergency, all viewers are requested to tune to channel 13 for detailed emergency information from the City of Novi. This is an added layer of emergency communication in place to best inform and reach the Novi community.
Another initiative recently added to Novi’s emergency preparedness efforts is a Community Emergency Response Team (CERT). The CERT program educates volunteers about disaster preparedness for hazards that may impact their community and trains them in basic disaster response skills. The first Novi CERT class graduated in November 2006. This Saturday, March 31st will mark the second CERT graduating class. With the addition of these new certified volunteers, Novi has 80 CERT members trained and prepared to assist public safety officials in the event of a man-made or natural disaster.
TORNADO WATCH – A Tornado Watch is issued when conditions exist for the development of a tornado. Watches are usually for areas about two-thirds the size of Lower Michigan and are two to six hours long. Watches give you time to plan and prepare. Persons in or near a watch area should place small objects inside (such as garbage cans and patio umbrellas) which, in the event of a tornado, could cause serious harm. Make sure the entire family is informed and they know what to do if a tornado is sighted. Keep children & pets under close supervision. Keep an eye on the sky and listen for additional statements and warnings.
TORNADO WARNING – The local weather service office issues a Tornado Warning when a tornado has actually been sighted or is strongly indicated by radar. Warnings cover the entire county and are usually no longer than an hour and a half. If a warning is issued, seek shelter immediately.
"Each year, many people are killed or seriously injured by tornadoes despite advance warning," notes David Molloy, Novi Police Chief. "We have no greater responsibility than to protect the health, safety, and well being of all Novi community members. Novi, Michigan, March 21, 2007 – Novi has been named both a Tree City USA community and, for the first time, a Growth Award winner by the National Arbor Day Foundation to honor its commitment to its community forest. It is the 15th year Novi has received the Tree City USA distinction.
The prestigious Growth Award recognizes environmental improvement and higher levels of tree care in Tree City USA communities. The Tree City USA Growth Award is awarded for demonstrating progress in the following activity areas:
In 2006, the City of Novi planted approximately 2,300 street trees to replace ash trees with Tree Fund monies. As evidence of this continued commitment, on March 19, 2007, the Novi City Council approved the contract for a Spring 2007 Tree Planting bid for an additional 1,755 trees in the amount of $327,154. Since the residential areas impacted by the emerald ash borer have been replanted, a majority of the trees planted with this contract will be used to enhance major roads and parks.
"Novi boasts a deep commitment to our natural features, a key factor of which is tree replacement," notes City of Novi Forester Steve Printz. "A key aspect of 2007 planting project will be species diversification. This will help ensure devastation such as Emerald Ash Borer does not recur."
Printz also reminds community members that volunteer tree planting and mulching opportunities are available for schools, scouting organizations, service clubs, and church groups. "On Saturday, April 28, 2007 at 10 a.m., the City of Novi will host Arbor Day at Community Sports Park, located on Eight Mile Road, just east of Napier Road," said Printz. "This is a fun event and chance for everyone to come out and enhance Novi’s environment. Annually, more than 300 trees are planted at the Arbor Day event and all participants receive a free seedling."

Topouzian will work with the City’s Economic Development Corporation which is taking on a rejuvenated role to promote Novi. In addition, his knowledge of the area will help promote the entire region, working with the Michigan Economic Development Corporation and Oakland County.

Rumple as the Community Development Director. Rumple was formerly
the Community Development Director for White Lake Township.
As the Community Development Director for the City of Novi, Rumple will be responsible for the management of the planning and building function. He will also oversee the City’s development review process and code enforcement. He will ensure coordination of project reviews and inspections to continue quality investments in the community.

Rumple graduated from Wayne State University with a Masters degree in Urban Planning and has a graduate certificate in Economic Development. He is certified by the American Institute of Certified Planners and as a Professional Community Planner by the State of Michigan. Rumple also achieved technical certification as a Professional Wetland Scientist. Additionally, he has completed the Michigan Department of Environmental Quality Part 91, Soil Erosion and Sedimentation Control training and the U.S. Army Corps of Engineers Wetland Delineation training.

Michigan, March 6, 2007 – In 2005, the Novi City Council adopted two
policy resolutions encouraging Novi youth to become civically active
within the community either as a student representative on a Board
or Commission or as a member of the City of Novi Youth Council.
Presently, ten high school youth from the Novi community serve as student representatives on City boards, commissions and committees, in an ex-officio role. These students provide a valuable perspective on community issues, learn how local city government operates and makes decisions, and establish service and volunteer habits for the future. Students are appointed to the Parks, Recreation and Forestry Commission; Historical Commission; Beautification Commission; Library Board; and Housing and Community Development Advisory Committee.
Additionally, 19 members serve on the Novi Youth Council, a group charged with the responsibility of making recommendations to the City of Novi concerning the needs of children, youth, and families of the city and the appropriate means by which public and private agencies in cooperation with volunteer efforts may address such needs.
All members must be Novi residents at the high school level (entering freshmen or older). The Youth Council:
Interested students will be appointed by the City Council based upon application completion, a written essay, and an interview.

Novi, Michigan, February 26, 2007 – The City of Novi Fire Department has been awarded a 2006 Assistance to Firefighters Grant by the U.S. Department of Homeland Security in the amount of $75,605. The purpose of the Assistance to Firefighters Program is to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards.
The Novi Fire Department will use the grant funding to purchase rugged, laptop computers for primary response and command vehicles. The laptops will be utilized to provide federally mandated Firefighter Right to Know information, including pre-incident survey information, street mapping and hydrant locations, and fire and emergency medical service reporting
"The laptops will allow for instantaneous communication during an emergency," notes Frank A. Smith, Novi’s Fire Chief. "Additionally, firefighters will have access to valuable building, location, and inspection information while at an emergency scene, making the laptops an extremely useful tool to further ensure the health, safety, and welfare of the community."

NOVI, Mich., February 20, 2007 – The role of police officer has always been of interest to the average citizen. The film media has capitalized on this curiosity and television shows and movies about police officers are staples in the entertainment industry, but how accurate is the information they provide about law enforcement?
The creation of the Lakes Area Citizens Police Academy 13 years ago has afforded citizens the opportunity to learn about their local police department and take a behind the scenes look at what law enforcement work is all about. Participants also gain an insider’s knowledge of the police agency, enabling them to make informed decisions on issues affecting the police and the community. The Lakes Area Citizens Police Academy is a joint venture between the Novi, Wixom, Walled Lake, South Lyon, and Wolverine Lake Police Departments.
Applications are currently being accepted for the FREE 25th session of the Lakes Area Citizens Police Academy, scheduled to begin on March 1, 2007. Participants must be 21 years of age or older.
"The Citizens Police Academy is a magnificent, free program for our community that increases the understanding and cooperation between the police and citizens through education," said Thomas Lindberg, Novi’s Deputy Police Chief. "This education, along with the relationship established with members of the Police Department, assists in achieving the ultimate goal of community oriented policing, the reduction of crime through a stronger citizen commitment to the Police Department and the community."
The 30-hour program format includes practical demonstrations, hands-on exercises, as well as presentations. Participants will tour the Oakland County Medical Examiners Office, the Michigan State Police DNA lab, and the 52-1 District Court. They will also view a K-9 demonstration, take a turn using the Firearms Training System (FATS), and have the opportunity to participate in a ride-along with a police officer.

Novi, Michigan, February 5, 2007 – The Novi Fire Department received nearly 4,000 calls for service in 2006, with approximately 75 percent of those calls for emergency medical services. Novi Fire Chief Frank Smith expects those figures to increase in 2007.
"Novi is a growing, dynamic community," notes Chief Smith. "Any time there is population growth coupled with steady commercial development and an increase in traffic, a community is apt to see an increase in calls for fire and emergency services."
For 22 years, the City of Novi has contracted Community Emergency Medical Service (CEMS) to provide advanced life support (ALS) and, following City Council approval, has recently renewed their contract for an additional five years at no cost to the Novi community. The fees are paid for by insurance companies of those who utilize the services.
The coverage provided by CEMS is round-the-clock, 365 days a year and includes two ALS units within the Novi city limits at all times (an additional unit from the previous contract). The contract with CEMS ensures ALS response within eight minutes or less ninety percent of the time.

NOVI, Mich., February 5, 2007 – The City of Novi Police Department has earned the coveted 2006 Award for Excellence in Traffic Safety from the Michigan Association of Chiefs of Police (MACP), the Michigan Office of Highway Safety Planning (OHSP) and AAA Michigan. The Novi Police Department was the only department in its class to be recognized for outstanding commitment to overall traffic safety for the second consecutive year. Having earned this award, the Novi Police Department automatically will be submitted to the International Association of Chiefs of Police (IACP) to compete for the same recognition internationally.

has joined the Michigan Inter-governmental Trade Network (MITN).
MITN is comprised of 25 public organizations formed to create a
centralized, web-based, e-procurement system that provides a single
point of contact for vendors to access new business opportunities
throughout our region. The City of Novi no longer maintains a Bid
List and is sharing lists with the organizations on the MITN.
Strategic resourcing and purchasing is common practice in the private sector and allows an organization to reduce expenditures through collaborative efforts and unit pricing.
Organizations now have access to all City of Novi bid information by accessing the City’s website at www.cityofnovi.org and clicking on the Purchasing section under City Services. The system provides instant access to all of our Bids, RFP's, Quotes, Amendments and Awards online, in addition to those of all participating agencies.
As of February 1, 2007, 6,788 new bids were posted on the MITN system (4,605 formal bids and 2,183 quotes). In addition, 3,310 of those documents show awards have been finalized.

Novi, Michigan, January 29, 2007 – Whether you are a current resident, prospective community member, builder or developer, the City of Novi has made navigating the community as easy as a mouse click away. With a new Geographic Information System interactive mapping portal, visitors to the City of Novi’s website at www.cityofnovi.org can get a bird’s eye view of any property or location of interest.
It is now possible to log on to www.cityofnovi.org and determine if a particular parcel is located in a flood plain, what neighborhood it is in, where the rights of way are, what voting precinct it is located in, how the property is zoned, and so much more.
The recently added web resource features the new, Flood Insurance Rate Maps (FIRMS) issued for the City of Novi and serves as the launching point for additional, dynamic mapping resources. About 16% of the City’s real property tax parcels are affected by a flood hazard designation on the new maps. This does not imply that all structures on these parcels are automatically in a flood zone, however, portions of these properties are located in areas that are susceptible to a 1% or 0.2% annual chance flood event (formerly known as the 100-year or 500-year chance flood). Any new construction/redevelopment activity on these parcels must be located with respect to the flood zone(s) present at the building site to properly enforce the State Construction Code.
On September 25, 2006, the Novi City Council approved a contract for the development and hosting of the new interactive mapping portals to be linked to the City’s website. The interactive mapping addition is designed to streamline internal work processes and enhance the Building Department’s responsiveness to receive and review the increased volume of requests anticipated with the updated FIRMS. Utilizing the web-mapping portal, a visitor can submit a request directly to Building Department staff to determine whether a specific structure or property is located within a flood hazard area in order to enforce the State of Michigan Building Code.
In addition to the new FEMA Flood Maps, the new mapping information includes the City’s parcel ownership information, wetlands, woodlands, school districts, voting districts, zoning districts, streets, recent and historical aerial photos, and parks/recreation sites.

NOVI, Mich., January 27, 2007 – This morning at 7:46 am, the Novi Police Department received a 911 call from the Sports Club of Novi, 42500 Arena Drive, indicating a male was unresponsive on the tennis courts. The Novi Police Department was the first to respond to the scene. The call was also dispatched to the Novi Fire Department and Community Emergency Medical Service (CEMS) for ambulance response.
Officers Steve Balog and Scott Woodley arrived at the Sports Club of Novi within 1 minute and 20 seconds of being dispatched. The officers found a 43-year -old male, Novi resident, unresponsive who appeared to have suffered cardiac arrest. Officers Balog and Woodley conducted an evaluation of the subject, and finding no breathing or pulse activated the portable Automatic External Defibrillator (AED). Officers Balog and Woodley began CPR and Rescue Breathing. After three cycles of CPR and Rescue Breathing, the victim regained a strong pulse and began breathing on his own. Personnel from the Novi Fire Department and Community EMS arrived and took over the medical treatment of the subject. The victim was transported to Botsford Hospital for additional medical attention. Today’s incident marks the second time Officer Balog has used a combination of the AED and CPR to revive a victim of cardiac arrest.
In April 2002, with the approval of the City Council, the Novi Police Department purchased AEDs to help victims in cardiac arrest for all police cruisers. AEDs are small portable devices that allow officers to effectively and accurately determine if a person requires intervention and administer the shock intended to restore the heart to a regular beat.
Research indicates that for every minute that passes, the chance for survival of a cardiac incident decreases by seven to 10 percent. And, although Fire Department and ambulance personnel remain the primary source of emergency medical care, most often police officers are first respondents to an accident scene and can now assist persons suffering from a cardiac incident.
"AEDs are proven to save lives and we have an excellent means of rapidly delivering that service to people in need by using police officers on patrol in our neighborhoods," notes David Molloy, Novi’s Chief of Police." Equipping officers with AED’s and having them respond to calls of potential cardiac arrest gives strength to our commitment to providing the best possible emergency service to the citizens of Novi. This program greatly enhances the chance of survival. I commend Officers Balog and Woodley for their life-saving efforts and quick response to ensure the health and safety of this gentleman."

NOVI, Mich., January 19, 2007 – Yesterday afternoon at the Detroit Metropolitan Wayne County Airport, Novi Police Department investigators arrested the 47-year old, estranged husband of the late Tamara Lynn Pittao in connection to her murder in November 1997.
The suspect will be arraigned in front of the Honorable Dennis Powers at 52-1 District Court at 1 p.m. on the charge of Open Murder. A Press Conference will be held following the arraignment at the Novi Police Department at 4:00pm.
Background
On November 27, 1997 (Thanksgiving Day) at 8:03am, Mr. Robert Pindar, the victim’s father, contacted the Novi Police Department because his daughter failed to show up for the holiday at their suburban Chicago home. Tamara had planned to visit her family over the Thanksgiving holiday and was to have arrived at the Pindar residence on November 26th. Mr. Pindar asked if Police Officers could check her Novi residence.
Responding officers arrived at the Clearwater Court Apartment at
8:05 am and found the apartment locked. Maintenance was able to
provide the officers with a key. The victim’s body was found inside
the apartment. There were no signs of forced entry or sexual assault
and nothing was missing from the residence. An autopsy by the
Oakland County Medical Examiner's Office determined the cause of
death as "head and neck trauma." The manner of death was "homicide."
The subsequent investigation revealed that the victim was in the
process of divorcing her husband and, while living together, Pittao
had been the victim of domestic violence on several occasions. At
the time of her death, there was a pending domestic assault charge
against her estranged husband in the Clarkston District Court.
Pittao was also listed as a witness in an assault case where her
estranged husband was the defendant.
Throughout the nine-year investigation, detectives of the Novi Police Department have conducted relentless follow-up with numerous witnesses. In November 2006, investigators uncovered new information that facilitated the issuance of an arrest warrant.

Novi, Michigan, January 12, 2007 – Early this morning, the Novi Fire Department responded to a 911 call received at 12:30am regarding a house fire at 50575 Twelve Mile Road. Upon Fire Department arrival, the female resident, her two children and two dogs were safe outside the dwelling.
The family had been alerted of the fire while sleeping by smoke detectors. The smoke detectors had been installed by Novi Fire Department staff on November 22, 2006 after being called out by the resident for a "suspicious odor." While at the residence, Novi fire protection officers noted that the smoke detectors in the home were not properly functioning and installed two new battery-operated fixtures as a fire prevention courtesy. It was these two new detectors that awoke the family, alerting them of the danger.
"Fire kills an estimated 4,000 Americans each year, with the majority of deadly fires occurring in the home between midnight and 8:00am. I don’t want to even think about what could have happened to this family had there not been properly installed smoke detectors," said Novi Fire Chief Frank Smith. "I am very proud of the Novi Fire Department for their efforts in November that lead to the safe outcome for this family."
The fire was under control by 1:00am. Initial investigations by the Oakland County Sherriff’s Department report this as an accidental fire which appears to be electrical in nature.

NOVI, Michigan, January 5, 2007 – When it comes to quality of life in Novi, 88 percent of survey respondents rated Novi as "Excellent" or "Good;" none rated it "Poor." Novi residents also rated their community very high in public safety, shopping opportunities, access to quality healthcare, education, and openness and acceptance of people of diverse backgrounds when polled by the National Research Center (NRC), a leading research firm known for its comprehensive studies of citizen perceptions and views
These key quality-of-life views expressed by Novi residents are among the many findings contained in the report of a formal citizen mail survey conducted by NRC for the City of Novi. The survey found citizen satisfaction with the community, its amenities, safety and the performance of municipal staff very high, exceeding or similar to national norms in almost every area where comparisons were possible.
Surveys were completed by 419 randomly selected Novi residents contacted through the mail in October and November 2006 for results that have a five percent margin of error and a 95 percent confidence level. Participants answered 36 questions on items such as quality of community life, public safety, government services, City employees, traffic, parking and diversity.
Most of the questions were from the National Citizen Survey™ adopted by the International City/County Manager’s Association as a national standard for comparing responses to other communities across regions and the nation.
